From today, however, that ritual changes.

The State has decided to rewrite the rules of number games with the new decree signed by the Minister of Economy and Finance, Giancarlo Giorgetti (pictured on the cover): stricter limits on bets, earlier closing times, winnings to be collected within precise deadlines, tighter controls, and greater traceability of bets. The stated objective is only one: less abuse, more transparency.

Translated: less improvisation, more rules.

It is the transformation of a system that for years has lived on flexible customs and is now being brought back within stricter, almost notarial, boundaries. Even luck, after all, must respect a procedure.

For players, the gesture will change little – choosing numbers remains the same – but the context will change. Because the Italian public gaming sector is entering a more controlled, more digital, more supervised phase.

And it is worth understanding, precisely, what really happens from January 27th when the decree signed by the Minister of Economy and Finance, Giancarlo Giorgetti, comes into force.

New rules for Lotto, SuperEnalotto & number games: what changes

Entry into force

  • The new provisions are effective from January 27, 2026.

Games subject to the “reform”

The decree concerns all concession-based number games, including:

  • Lotto
  • 10eLotto
  • MillionDay
  • SuperEnalotto
  • Eurojackpot
  • Win for Life!
    and related formats.

Objectives of the decree

  • To standardize and make the discipline of number games more transparent.
  • To combat irregularities and illegality, including in online gaming (by blocking illegal sites).
  • To strengthen controls and traceability of bets.

Betting limits

  • Minimum bet: €0.10
  • Maximum single bet: €200
  • Maximum total amount per single bet: €1,000

Bet collection times

Strict deadlines for bet closing are established:

  • For physical draws (e.g., Lotto): closes 30 minutes before the draw.
  • For digital draws: closes 15 seconds before the publication of the results.
    This is to prevent last-minute irregularities.

Bet cancellation

  • Players will be able to cancel bets before the closing of wagers, increasing transparency and consumer protection.

Winnings and payouts

  • Concessionaires must guarantee a minimum payout of 50% and a maximum of 78% of the revenue.
  • The rules apply to both fixed-odds games (e.g., Lotto, 10eLotto) and totalizer games (e.g., SuperEnalotto, Eurojackpot).
    The goal is to standardize return levels and protect players.

Taxation of winnings

  • The 20% tax on winnings is confirmed.
  • Tax exemption for winnings up to €500.
    This “tax on luck” is part of the current tax regulations.

How the tax on luck works

On winnings from public games like Lotto, SuperEnalotto, 10eLotto, and Eurojackpot, the State applies a 20% levy on the portion exceeding 500 euros: this means that small winnings remain entirely with the player, while larger ones are taxed only on the excess amount, not on the entire sum. In practice, you pay nothing up to 500 euros; above that threshold, the bookmaker automatically withholds the tax at the time of payment.

Practical examples:

  • You win €400 → you receive €400 net (zero taxes)

  • You win €500 → you receive €500 net

  • You win €1,000 → tax on surplus (€500) = 20% = €100 → you receive €900

  • You win €10,000 → tax on €9,500 = €1,900 → you receive €8,100

  • You win €1 million → tax on €999,500 = €199,900 → you receive €800,100

The deduction is at source, so you don’t have to declare anything: you receive the “net” amount directly.

Winnings collection

  • Winners have 60 days to collect prizes (fixed-odds games).
  • For SuperEnalotto and Eurojackpot (totalizer games), the deadline is 90 days.
  • If the prize is not collected within the deadlines, the sum is paid to the Treasury.

Controls and fight against illegality

  • The decree strengthens the role of the Customs and Monopolies Agency in controls.
  • The blocking of unauthorized online gambling sites also continues (thousands already blocked at the beginning of 2026).

Prohibition for minors

  • The prohibition of gambling for minors under 18 years of age is expressly reiterated in the decree; we had no doubts, but it is always positive to reiterate it.
